01 - Preheat oven to 400°F. Line a baking sheet with parchment paper.
02 - Whisk together flour, granulated sugar, baking powder, and salt in a large mixing bowl.
03 - Incorporate cold, cubed butter into dry ingredients using a pastry cutter or fingertips until the mixture resembles coarse crumbs.
04 - In a separate bowl, whisk heavy cream, egg, and vanilla extract. Pour this into the flour mixture and mix gently until just combined, avoiding overmixing.
05 - Transfer dough onto a lightly floured surface and roll or pat it into a rectangle approximately 1/2 inch thick.
06 - Combine brown sugar and cinnamon in a small bowl. Brush surface of dough with melted butter, sprinkle evenly with cinnamon sugar, and distribute chocolate chips on top.
07 - Roll dough up from the long edge to form a log. Gently flatten the log and cut into 8 equal wedges. Position wedges on prepared baking sheet.
08 - Lightly brush tops of wedges with additional cream. Bake for 16 to 18 minutes or until golden brown and set. Cool slightly before glazing.
09 - Whisk powdered sugar, vanilla, and milk or cream until a smooth glaze forms. Drizzle over warm scones as desired.
